Military Pay Exempt from Arkansas State Taxes: Military pay received by Service members serving in an active or reserve component of the U.S. Armed Forces is exempt from Arkansas income tax.

Military Retired Pay is Exempt from Arkansas State Taxes: Military retired pay is exempt from Arkansas income taxes.
Thrift Savings Plan (TSP) does not withhold taxes for state or local income tax, but it is reported annually on IRS Form 1099-R. All TSP distributions are subject to state taxes and early distributions may incur higher taxes.

Arkansas State Taxes on Military Disability Retirement Pay: Military disability retirement pay received as a pension, annuity or similar allowance for personal injury or sickness resulting from active service in the U.S. Armed Forces should not be included in taxable income. Some of the payments which are considered disability benefits include:
- Disability compensation and pension payments for disabilities paid to Veterans or their Families
- Grants for homes designed for wheelchair living
- Grants for motor vehicles for Veterans who lost their sight or the use of limbs, or
- Benefits under a dependent-care assistance program

Veterans Affairs Disability Dependency and Indemnity Compensation (DIC): DIC is a tax-free monetary benefit paid to eligible survivors of military Service members who died in the line of duty or eligible survivors of Veterans whose death resulted from a service-connected injury or disease.
Arkansas State Income Tax Exemption for Survivor Benefit Plan (SBP), Reserve Component Survivor Benefit Plan (RCSBP), and Retired Serviceman’s Family Protection Plan (RSFPP) Annuities: SBP, RCSBP and RSFPP annuities are not taxed in Arkansas.
Arkansas Military Spouses Residency Relief Act: A nonresident Service member stationed in Arkansas and their Spouse who have the same state of residence (other than Arkansas) are exempt from Arkansas State income tax. They are still subject to taxes in their state of residency if required.

- Service members may exclude profits from the sale of their principal residence from Arkansas income tax

Arkansas Service Members Civil Relief Act: The Arkansas Service Members Civil Relief Act provides the following benefits:
- Deferral of Tax – Service members may defer their payment of Arkansas income tax for 180 days if they cannot pay due to their military service.
- Accrual of Interest or Penalty - No interest or penalty accrues if a Service member defers their payment of Arkansas Income taxes
- Statute of Limitations - The statute of limitations for the collection of a Service member’s deferred taxes is suspended for the period of military service and for an additional 270 days
- Residence or Domicile – Service members do not lose their original home of record or gain Arkansas residency if they are in Arkansas due to military orders
- Military Service Compensation – Service members are not subject to Arkansas income taxes if they are in Arkansas only in compliance with military orders.

Arkansas Homestead and Personal Property Tax Exemption: Eligible Disabled Veterans are exempt from all state taxes on their homestead and personal property.
Who is eligible for Arkansas Homestead and Personal Property Tax Exemption? The following resident Veterans are eligible for a property tax exemption on their homestead or personal property:
- Veteran who has a service-connected 100% total and permanent disability rating from the VA, or
- Veteran who is receiving Special Monthly Compensation for the loss or loss of use of one or more limbs, or total blindness in one or both eyes
Unremarried Surviving Spouses and their dependent Children are eligible under the following circumstances:
- Veteran who was receiving the homestead or personal property tax exemption before their death
- Service member who died in the line of duty while serving in the U.S. Armed Forces
- Service member who was declared missing in action
- Veteran who died from a service-connected cause
A remarried Surviving Spouse may have the exemption reinstated if their subsequent marriage is terminated. Those receiving the exemption must recertify annually.

Arkansas Gross Receipts or Gross Proceeds Tax Exemption: Eligible disabled Veterans do not have to pay taxes on specially adapted vehicles or equipment that are purchased with assistance from the VA.

Veterans who receive funds from the VA to purchase or modify a specially adapted vehicle to accommodate a service-connected injury or disability are eligible. What are My Arkansas Military and Veteran Education Benefits?
Arkansas National Guard Tuition Waiver Program (NGTW): The Arkansas NGTW waives up to 120 credit hours or until completion of a bachelor’s degree, whichever comes first, for Arkansas National Guard Service members who are attending a state-supported public institution of higher education. NGTW is applied to tuition first so that a Service member’s military education benefits can be used to cover all additional costs.
The NGTW can be used to cover mandatory fees, but does not cover other fees, such as books, etc.
Who is eligible for Arkansas National Guard Tuition Waiver Program? All current Arkansas National Guard Service members who meet the following requirements are eligible for NGTW:
- Arkansas Resident
- Completed initial active duty training
- Does not already have a bachelor’s or higher degree
- Enrolled in an undergraduate degree program at an Arkansas public institution of higher education
- Not flagged for serious misconduct (such as AWOL, ASAP, etc.)
- Must make satisfactory academic progress, as determined by the educational institution to remain eligible
Service members must apply each semester while they are attending school. Arkansas Military Dependents Scholarship Program (MDS): MDS provides a tuition waiver for the eligible Spouse and dependent Children of certain Service members and Veterans. The waiver may be used for a bachelor's degree or certificate of completion at an Arkansas public institution of higher education. MDS will waive the costs of tuition, mandatory fees and room and board that remain after the student applies for federal Survivors' and Dependents' Education Assistance (DEA).
The MDS Program cannot be used to cover the cost of books, auto permit, damages or accessories to dorm rooms, or utility bills. The institution is reimbursed for covered charges after verification of full-time (12 or more credit hours) enrollment each semester. Eligibility is limited to eight semesters or the completion of their degree, whichever occurs first.
Who is eligible for Arkansas MDS? The Spouse or dependent Child of a resident Service member or Veteran who meets one of the following requirements are eligible:
- Declared missing in action or a prisoner of war
- Was killed in action
- Was killed on ordnance delivery
- Veteran who has a 100% service-connected disability rating from the VA

- Arkansas resident
- Unremarried Surviving Spouse
- Citizen of the U.S. or permanent resident alien
- Spouse and biological or legally adopted Child of a Veteran who meets the requirements above

Arkansas High School Diplomas for Wartime Veterans: Local school districts can award high school diplomas to Veterans of World War II, Korea or Vietnam who left high school before graduation to serve in the U.S. Armed Forces.
Who is eligible for Arkansas High School Diplomas for Wartime Veterans? Veterans must meet the following requirements to be eligible:
- Arkansas resident
- Served a minimum of 18 months on active duty in the U.S. Armed Forces during the following wars:
- World War II - between September 16, 1940, through December 31, 1946
- Korean War - between June 1, 1950, through January 1, 1954

Arkansas Resident Tuition for Nonresident Veterans, Service Members and Dependents: Arkansas public institutions of higher education will grant residency for tuition purposes to eligible nonresident Veterans, Service members and dependents.
Who is eligible for Arkansas In-State Tuition for Veterans, Service Members and Dependents? Those eligible for residency are:

- Facilitating the prompt enrollment of Children of military Families and ensuring that they are not placed at a disadvantage due to difficulty in the transfer of educational records from the previous school district or variations in entrance or age requirements
- Facilitating the student placement process through which Children of military Families are not disadvantaged by variations in attendance requirements, scheduling, sequencing, grading, course content or assessment. Arkansas Purple Star School Award for Military-Friendly Schools: The Arkansas Purple StarSchool Award for military-friendly schools recognizes schools that show a major commitment to serving students and Families connected to The U.S. Armed Forces. What are my Arkansas Military and Veteran Employment Benefits?
Arkansas State Employee Leave for Military Duty: Arkansas state employees who are Servicemembers serving in a reserve component of the U.S. Armed Forces are authorized 15 days of paid military leave per year for training and official military duties, including travel time to and from their place of duty.
Employees called to active duty in emergency situations by the Governor or the President are authorized 30 working days paid leave, after which leave without pay is granted. During military leave employees do not lose seniority rights, efficiency or performance ratings, promotional status, retirement privileges, life and disability insurance benefits, or any other rights, privileges, or benefits they are entitled to.

Arkansas State Employment Veterans Hiring Preference: Arkansas offers Veterans hiring preference when hiring, for promotion and for retention in state employment.
If an examination is used for hiring, eligible applicants will have points added to passing scores. If an applicant eligible for Veteran’s preference is not selected, they may request the hiring authority to provide them with their base score, adjusted score, and the successful candidate's score.
5 Points are added to the passing scores of:
- Veterans
- Surviving Spouse of a deceased Veteran
- National Guard and U.S. Armed Forces Reserve Service members
- Surviving Spouse of a deceased National Guard or U.S. Armed Forces Reserve Service member
10 points are added to the passing scores of:
- Disabled Veterans
- Spouses of a disabled Veterans who cannot take the position due to their disability
If an examination score is not used for hiring, the hiring authority must demonstrate how Veterans hiring preference was applied. If an applicant eligible for Veteran’s preference is not hired the applicant may request all documentation to demonstrate how the Veterans preference was used to develop the interview list and how the successful candidate was selected.

Preference may be offered to Veterans, the Spouse of a disabled Veteran, or the Surviving Spouse of a Veteran.

Arkansas Division of Workforce Services, Veterans Services: The Arkansas Division ofWorkforce Services has Disabled Veterans OutreachProgram Specialists (DVOPs) and Local Veterans Employment Representatives (LVER) who are thoroughly familiar with a full range of job development services and training programs available to Veterans. In addition, Veterans receive priority of service for employment, training and job placement services.
DVOPs provide intensive services to meet the employment needs of Veterans, particularly those who are economically or educationally disadvantaged, including homeless Veterans and Veterans with barriers to employment.

Federal Employment Veteran’s Hiring Preferences: By federal law, Veterans who are disabled or who served on active duty in the U.S. Armed Forces during certain specified time periods or in military campaigns are entitled to preference over non-Veterans in hiring into the Federal civil service and in retention during reduction in force. Veterans may be entitled to 5 or 10 points included in any scoring process for examination or interviews.
5-point Hiring Preference: Five points are added to the examination score or rating of a Veteran who served:
- During a war, or
- During the period April 28, 1952, through July 1, 1955, or
- For more than 180 consecutive days, other than for training, any part of which occurred after January 31, 1955, and before October 15, 1976, or
- During the Gulf War from August 2, 1990, through January 2, 1992, or
- For more than 180 consecutive days, other than for training, any part of which occurred during the period beginning September 11, 2001, and ending on August 31, 2010, the last day of Operation Iraqi Freedom, or
- In a campaign or expedition for which a campaign medal has been authorized. Any Armed Forces Expeditionary medal or campaign badge, including El Salvador, Lebanon, Grenada, Panama, Southwest Asia, Somalia, and Haiti, qualifies for preference
10-point Compensable Disability (CP) Preference: Ten points are added to the examination score or rating of a Veteran who served at any time and who has a compensable service-connected disability rating of at least 10% but less than 30% .
10-Point 30% Compensable Disability Preference (CPS): Ten points are added to the passing examination score or rating of a Veteran who served at any time and who has a compensable service-connected disability rating of 30% or more.
10-Point Disability Preference (XP): Ten points are added to the passing examination score or rating of:
- A Veteran who served at any time and has a present service-connected disability or is receiving compensation, disability retirement benefits, or pension from the military or the VA but does not qualify as a CP or CPS, or
- A Veteran who received a Purple Heart
10-Point Derived Preference (XP): Ten points are added to the passing examination score or rating of Spouses, Surviving Spouses, or mothers of Veterans. Both a mother and a Spouse (including Surviving Spouse) may be entitled to preference based on the same Veteran's service if they both meet the requirements. However, neither may receive preference if the Veteran is living and is qualified for Federal employment.
Ten points are added to the passing examination score or rating of the Spouse of a disabled Veteran who is disqualified for a federal position along the general lines of their usual occupation because of a service-connected disability. Such a disqualification may be presumed when the Veteran is unemployed and:
- Is rated by appropriate military or VA authorities to be 100% disabled and/or unemployable, or
- Has retired, been separated, or resigned from a civil service position because of a disability that is service-connected in origin, or
- Has attempted to obtain a civil service position or other position along the lines of their usual occupation and has failed to qualify because of a service-connected disability
Preference may be allowed in other circumstances but anything less than the above warrants a more careful analysis.
A campaign medal holder or Gulf War Veteran who originally enlisted after September 7, 1980, (or began active duty on or after October 14, 1982, and has not previously completed 24 months of continuous active duty) must have served continuously for 24 months or the full period called or ordered to active duty. The 24-month service requirement does not apply to 10-point preference eligible Veterans separated for disability incurred or aggravated in the line of duty, or to Veterans separated for hardship or other reasons under Title 10 U.S.C. 1171 or 1173.

Uniformed Services Employment and Reemployment Rights Act (USERRA): USERRA protects civilian job rights and benefits for Veterans and members of reserve components. USERRA also protects Service member rights and benefits by clarifying the law, improving enforcement mechanisms, and adding Federal Government employees to those employees already eligible to receive Department of Labor assistance in processing claims.
Absence from Work for Military Duty: USERRA establishes the cumulative length of time that anindividual may be absent from work for military duty and retain reemployment rights to five years. Exceptions to the five-year limit, include initial enlistments lasting more than five years, periodic National Guard and U.S. Armed Forces Reserve training duty, and involuntary active duty extensions and recalls, especially during a time of national emergency. USERRA establishes that reemployment protection does not depend on the timing, frequency, duration, or nature of an individual's service if the basic eligibility criteria are met.
Disability Accommodation: USERRA provides protection for disabled Veterans, requiring employers to make reasonable efforts to accommodate the disability. Service members recovering from injuries received during service or training may have up to two years from the date of completion of service to return to their jobs or apply for reemployment.
Return to Work without Loss of Seniority: USERRA provides that returning Service members are reemployed in the job that they would have attained had they not been absent for military service, with the same seniority, status and pay, as well as other rights and benefits determined by seniority. USERRA also requires that reasonable efforts (such as training or retraining) be made to enable returning Service members to refresh or upgrade their skills to help them qualify for reemployment. USERRA also provides that while an individual is performing military service, they are deemed to be on a furlough or leave of absence and are entitled to the non-seniority rights accorded other individuals on non-military leaves of absence.
Extension of Health and Pension Plans: Health and pension plan coverage for Service members is provided for by USERRA. Individuals performing military duty of more than 30 days may elect to continue employer sponsored health care for up to 24 months; however, they may be required to pay up to102% of the full premium. For military service of less than 31 days, health care coverage is provided as if the Service member had remained employed. USERRA clarifies pension plan coverage by making explicit that all pension plans are protected.
Who is eligible for USERRA? Veterans, Reservists, or National Guard members who leave a position for training or active military service are eligible.
The Department of Labor, through the Veterans' Employment and Training Service (VETS) helps all who have claims under USERRA, including Federal and Postal Service employees.

What are my Arkansas Military and Veteran Unemployment Compensation Benefits?
Arkansas Unemployment Insurance (UI): The Arkansas Division of Workforce Services (ADWS) administers the Arkansas’ UI program that provides temporary financial assistance for workers who are unemployed through no fault of their own. UI is a partial, short-term replacement of lost wages while workers are seeking other work and is not intended to be a permanent source of income. Benefits are not based on financial need. Employers pay all costs of the UI program.
Applicants can file a claim for UI online at the ADWS, EZARC UI Claim webpage (Monday through Friday, 6 a.m. – 6 p.m., and Sunday 7 a.m. - 6 p.m.).
UI Applicants must provide the following:
- Social Security number
- Mailing and physical address
- Telephone number
- Last employer's name and address
- Name and number of labor union, (if applicable)
- Alien ID number or registration information if not a U.S. citizen
- Banking information for UI payments by direct deposit

What are my Arkansas Military and Veteran Department of Public Safety, Driver and Vehicle Services Benefits?
Veteran Designation on Arkansas ID Card and Driver’s License: Arkansas resident Veterans who received an honorable discharge from service in the U.S. Armed Forces can request a Veteran designation on their Arkansas driver’s license or ID card.
Veterans must provide one of the following documents as proof of eligibility:
- DD214, Certificate of Release or Discharge from Active Duty
- NGB 22, Report of Separation
- Veterans ID card issued by the VA
- DD256 or 257, Discharge Certificate
- DD2, retired Veteran ID card

Extension of the Expiration Date of Driver’s Licenses for Service Members: Service members serving in an active or reserve component of the U.S. Armed Forces who have an Arkansas driver’s license are eligible for an extension of the expiration date until 60 days after the Service member separates or is honorably discharged. Who is eligible for the Arkansas Disabled Veteran Plate License Plate? Resident Veterans who have a 100% disability that is not service-connected and Veterans who have a 30% or greater service-connected disability are eligible. Arkansas Code, Section 27-24-203

Arkansas Gold Star Family License Plate: The Arkansas Gold Star Family license plate is available free to the immediate Family members of a Service member who died in the line of duty under honorable circumstances, or who died within one year of receiving a service-connected injury or illness.
Who is eligible for the Arkansas Gold Star Family License Plate: Family members eligible for the Gold Star Family license plate are:

- Parent
Applicants must provide a copy of the Report of Casualty (DD1300), additional proof of Family relationship may be required (birth certificate or marriage license). No more than one Gold Star Family license plate may be issued per applicant.

Arkansas Resident Disabled Veteran Lifetime Fishing License ($1.50): This lifetime license authorizes 100% totally and permanently disabled resident Veterans to fish all Arkansas state waters. A Resident Trout Permit must be purchased to fish for trout in certain locations.
Arkansas Resident Disabled Veteran Lifetime Hunting License ($1.50): This lifetime license authorizes 100% totally and permanently disabled resident Veterans to hunt all game species during open seasons and to take a total bag limit of deer. It also allows Veterans to hunt furbearers. Six deer tags and two turkey tags are included with this license.
Arkansas Resident Disabled Veteran Lifetime Combination License ($3): This license offers 100% totally and permanently disabled resident Veterans the same benefits as the Arkansas Resident Disabled Veteran Lifetime Hunting License and the Arkansas Resident Disabled Veteran Lifetime Fishing License.
Resident Partially Disabled Military Veteran Lifetime Combination License ($52.50): This license authorizes resident disabled Veterans who have a service-connected disability rating of 70% or higher or has a service-connected disability rating of 50% or higher and was awarded the Purple Heart, to hunt and fish in Arkansas. This license also provides the Arkansas trout and duck stamps.

Who is eligible for Burial at an Arkansas State Veterans Cemetery? Eligibility requirements for burial at an Arkansas State Veterans Cemetery are the same as for VA National Cemeteries. Exact eligibility requirements can viewed at the VA, National Cemetery Administration Eligibility webpage. The following are the general eligibility requirements:
- Discharged from active duty service in the U.S. Armed Forces under conditions other than dishonorable, or
- Died while serving on active duty, or
- Served at least 20 years in the National Guard or U.S. Armed Forces Reserves and is eligible for military retired pay (or would have been eligible except their death occurred before age 60), or
- Reserve component Service members if they were activated for federal service, (active duty for training does not qualify)
